How do you Londoners feel about your weird law of issuing congestion traffic tickets?

Motorcades are excessive in their use of fuel. A modest minibus or coach would be more acceptable and take up less roadspace. London was becoming so congested before the central charging zone was introduced that public buses moved at speeds below walking pace and air pollution was reducing overall levels of health. We needed to price-out the optional trips and politicians and their advisers, security teams should set a good example to the wider citizenry. As the USA has signed up to carbon reduction goals it should respect the logic and democratic basis of the London Congestion Charge. Arguably, a random taxi would have been a more secure and inconspicuous means of transport if a coach is unthinkable to the president.
