Piracy in Somalia...why and how?

I understand that Somalia has been ravaged by war and the government is having a hard time with control issues. But what is it that has driven people to plundering ships with cargo meant for starving children? Is it the war lords that need provisions to carry out their scrabbles with eachother? Is it the fact that the famine has made them desperate? Please cite your sources
