Which Effects Pedals Should I Get?

I want to put together a pedal board for my guitar. I don't want to get a multi-effects unit and I don't have much money. All I really need is a good pedal tuner, distortion/overdrive, reverb, and maybe a tremelo. I also heard that you need some kind of pedal to keep your tone consistent through all the pedals. I have a budget of around 200 dollars.
